With reference to Circular No.5 of the 8th March, and C.O.D.328/98 and C.O.D.239/98 and the replies of the Right Honourable the Secretary of State to my memorial of 8th March, 1898, I have the honour to request permission to include in the Estimates for personal emoluments of the Public Works Department a salary for the Director of $8,400 per annum from the 1st January, 1900.

The salary I name is the same as that drawn by the Honourable the Attorney General and I venture to think that the duties required of the Director of Public Works of this Colony combining as they do those of Surveyor General, Water Authority and Special Engineer of the Praya Reclamation, are not less important and onerous than those attached to the other appointment which I name.
