miralty extension may be brought more into line with the pro-

posed Eastern Praya extension. I have reason to believe that

the Vice-Admiral will make a representation to the Admiralty

in this matter.

4. As regards the extension of the Naval Yard

westwards, it appears that it is the ultimate intention of the

Admiralty to reclaim right up to the Eastern boundary of the

Western Praya Reclamation, and to carry the work some distance

seawards beyond the Murray Pier. There are several obvious ob-

jections to this part of the scheme,

(1) It would render the Murray Pier which recently

cost this Government some $22,000, useless,

(2) It would deprive the Victoria Recreation Club

of all access to the sea, and probably render its entire

removal or extinction necessary.

(3) The property in the foreshore and land under

the sea belongs to the Colonial Government by right and

it is open to question whether the Admiralty can legally

appropriate such right in face of the objections raised

by the Colonial Government.

5. With regard to the first objection, the Vice-

Admiral suggests the removal of Murray Pier to a point further

West. This is possible, but the cost of removal and reconstruc-

tion would be not less than $24,000, and if no other way out of

the difficulty can be arrived at,it would, I submit, be only

fair that the Imperial Government should defray the expendi-

ture involved.
