I have the honour to inform you that I have

provisionally appointed Mr. C. W. Duggan of the Police Department

to be Secretary to the Sanitary Board in succession to the

late Mr. Mc.Callum, and to recommend the appointment for your

confirmation.

The other applicants whose names were favour-

ably mentioned and who possess a knowledge of Chinese, an ac-

quaintance with which is regarded as necessary for the holder

of the post by the Members of the Board, were Mr.G.A.Woodcock

of Queen's College and Mr. E.M.Hazeland of the Public Works

Department.

In view of the report of the Examiners in Chi-

nese a copy of which is enclosed and of Mr. Duggan's experience

and long service, extending over 30 years, I am of opinion that

he is the best officer for the appointment.
