I have the honour to acknowledge the receipt
of your despatch No.316 of the 8th. December, 1898.
2. The report of the Commission on Alcoholic
Liquors shows that the only fault to be found with the native
drink Samshu is that it is too weak, and no deleterious mixture
in other liquors has been found on analysis. As regards liquor
I do not propose to take any action. I shall however inquire
into the sufficiency of the Analyst's department with a view
of securing sufficient testing of food.

3. As regards the Tung Wa Hospital I enclose
copy of my remarks to the retiring and newly elected direct-
ors on the 10th. instant. Before I saw them I had visited the
hospital which is in excellent order. As in the event of the
continuance of the hospital being advisable it was clear that

a site for an extension must be granted, I went into the sta-
tistica of last year, having regard to the strong statement of
Dr.Atkinson on the 6th.page of his report for 1897 that from
a medical point of view the hospital should be abolished.
