With reference to my predecessor's despatch

No.281 of the 20th. December, 1897, and to your reply there to of

do

the 3rd. February, 1898, relating to the re-employment of Mr.

Ng Kwai Shang as 2nd. Clerk in the Magistracy,I have the honour

to inform you that it has been brought to my knowledge that

this officer during the period that he was temporarily retired

on pension joined a business firm in which he sunk a sum of

$3,000 which according to the terms of agreement was liable to

forfeiture if he left the firm. The consideration for the capi-

tal invested by Mr.Ng Kwai Shang was a monthly salary of $60

and ith.of the nett profits of the business, Subsequently Mr.

Ng Kwai Shang, by reason of other services rendered to the firm.

was to receive a salary of $50 a month and a bonus of 5% on

the nett profits of a passenger business between Hong-Kong and

Calcutta on the understanding that if he was recalled to the Government Service, he was only to receive the 5% bonus.

Mr.Ng Kwai Shang now takes no active part in

business, and his whole time is devoted to the service of the

Government, but he is unable to sever his connection with the
