I have the honour to acknowledge the receipt

of your despatch No.298 of 11th. November with reference to the

establishment of a School at British Kowloon.

2. On the 17th, ultime I telegraphed to you to

suspend action as to the appointment of a Master and Mistress

as I desired to consider the matter, having regard to the pos- sible exigencies of the near future. I am satisfied that this

School is necessary whatever the exigencies may be on taking over the new territory.

3. At present however there is no accommodation

available for a Master and Mistress. The Inspector of Schools having failed to procure either a house or lodgings. Possibly it may be necessary to build. So soon as proper accommodation for a school house and residence can be secured I shall inform

you with a view to the engagement of the teachers.
