We are in receipt of a telegram from our representatives

in Hongkong, advising us that up to the present the Governor of the

Colony has refused to admit as outside of the Petroleum ordinance,

Letroleum as residue of Liquid Fuel having a flash point of over 200

We would recall, this matter was under the consideration

of the Colonial office in connection with the straits Settlements,"

and that regulations have been passed there placing it outside the

(2/7 Petroleum ordinance, and permitting tanks to be erected for its stor-

age at Tanjong Pagar: Docks free of any restrictions.

We submit that this course should be adopted in Hongkong.-

The future of Petroleum residue is one of enormous development. We are

adapting it as the motive power for our own fleet of steamers, and the

P. & 0. have resolved to try it for their local steamers trading bet-

ween China and Japan.

We are also erecting Tanks at Suez and Colombo, and at

both these ports it is placed outside the petroleum ordinance.

It will afford us much satisfaction if the Secretary of

State will consent to telegraph to Hongkong to fall in. with our views,

and as we propose landing a cargo of the residue there within 14 days

the matter is most urgent, and we should be very happy to defray the

cost of any message sent,
