The land questions will be a difficult section to deal with and as it will affect practically the entire population, the number of which is particularly sensitive, it should be taken in hand at once and settled as quickly as possible.
To do this effectively and in order to satisfy both the Government and the owners of property, it will be necessary to hold each title. Such inquiry will involve making an accurate survey of each holding and its quantity of land held by individuals. Although small, it will be a lengthy way to complete the necessary survey with time and labour.
I recommend that, as soon as the legislation has been taken into consideration, notice be given to the inhabitants that all claims to land must be filed in the Land Office within a period of six months and that all lands not claimed within that period will revert to Government.
When claims are filed and held to be valid, and if that is satisfactory, questions 26-4 will be addressed.
To facilitate a speedy settlement of the land question, a large staff of surveyors will be engaged for the first year or two.
