I beg to bring before you the name of The Reverend Joseph Charles Hoare, M. A.

fit person to be consecrated Bishop of Victoria Hong Kong on the vacancy of the See which has occurred by the resignation of The Right Reverend John Show Burden, D.D. the last Bishop thereof and to apply for Her Majesty's Licence authorizing me to

Consecrate him.

Mr. Hoare has been for many years Connected with the Church Missionary Society as one of their Missionaries in China

and as

Principal of their training College

at Nuigpo.
