The announcement that R.R.Kinister and obtained the consent of the Chinese Government to an extension c British Fowloong "us reoolved with general and cordi 1 satisfaction. Certain important strategical points whi had been felt to constitute a menace to the safety of Hongkong have been brought under control: the sense of confinement has been relieved; and a prospect of rollet from the constriction and espionaga of the Chinese Cust has been opened up.

Disappointment is felt, for instance, at the tion of Chinese jurisdiction in the city of Kozloor.... That town and its suburbs have been a source of inconven- ience to the Colony for many years, and hopos were entar- bained of bringing the whole ares under police and sanitar control. The annoyance will undoubtedly be reduced, however, by obtaining control over the suburbs; and the Committed trust that it will be found possible to exert beneficent pressure within the walls.
