The differences between the amounts estimated and

realised under Heads and Sub-Heads, together with the

Treasurer's explanations, are shown in the accompanying

"Detailed Statement of Revenue"

Expenditure.

The total Expenditure of $2,474,910, exceeded

the total Estimate by $193,048, and was less than the

Expenditure of 1895 by $497,463.

The excesses on the various Heads amounted in

grosa, as shown in the Account, to $264,607.

With

reference to these excesses I was furnished, in Mr Lucas's

letter, No 23205, of 18th November 1897, with a copy of a

Supplementary Appropriation Ordinance, (No 16 of 1897), as

passed by the Legislative Council of Hong Kong, authorising

the appropriation of a supplementary sum of $341,025 37,

but I have not yet received a copy of the Supplementary

Estimates for 1896, nor have I been informed whether the

Supplementary Ordinance referred to has been allowed by

Her Majesty. In addition to the excesses on Heads there

were excesses under certain Sub-Heads which were met out
