I am directed by the Secretary of State for War to forward, for submission to the Secretary of State for the Colonies, two copies of a Memorandum by the Colonial Defence Committee,No. 157 M., on the Electric Lights and Sectional Organisation of the Hong Kong Defences.
I am to suggest for Mr. Chamberlain's consideration that a copy of this memorandum should be transmitted to the Governor of that Colony.
