convenience financial and other as far as possible.
On such broad grounds therefore I venture to recommend
that any further contribution towards Barrack Services
for 1898 beyond the $40,000 above be not pressed;
especially as $30,000 have also been allotted for
defence works.
5. Out of this sum it has already been reported
in G.0.C's letter above that $10000 have been allotted t
the completion of the concreting of the parade round the
Kowloon Barracks. A further sum of about $1480

will be required for the new block of Armouries and
Guard-Room dealt with in G.0.0's letter of the 18th
August 1897, 1272/21.. These items account for
nearly $25,000. There will be no difficulty in finding
minor items for the remainder of $15,000.
6. If therefore the above decision that the
Kowloon parade must be paid for by the Colony be adhered
to, it will mean that the formation of this parade must
be postponed entirely during 1898.
Similarly for the Asiatic Hospital Extension
a most pressing service for which the $15,000 available
as above will not suffice.

for a new proposed new Gymnasium for the Kowloon Bar-
racks for which plans and estimates will be forwarded
shortly
