With reference to G.0.0's letter quoted above
and the War Office telegram in reply to the effect that
the "Kowloon Barracks should be completed by the
Colony", I venture to request that this question may be
reconsidered in the light of the following facts and
considerations:-
1.
I forward herewith a copy of a letter from His
Excellency the Governor dated 21st July 1897 in which
His Excellency advises us that the Colony is not prepared
to find more than 1/30th of the total original estimate
