I am directed by the Secretary of State for War
to forward copies of letters that have passed between
the Governor of Hong Kong and the General Officer Command-
ing in China and have been forwarded by the latter officer
to the Secretary of State for War, on the subject of the
construction by the Colonial Government of a road
between Wanchai and Wong-nei-Cheoung gaps in exchange
for the abandonment by the Imperial Government of their
rights over military reserves at Mount Cameron.
2. The Colonial Defence Committee in their remarks
on the latest revision of the Hong Kong Defence scheme
have recorded their opinion that the construction of the
road will be of greater Military advantage to the Colony
than the retention by the War Department of clearance
rights over the tops of Mounts Cameron and Nicholson; but
they have observed that if the road is to be of value
for Military purposes, it will be necessary to prevent
building being constructed on the ground immediately
below it.
