I have the honour to place before you for the

information of His Excellency the Officer Administer-

ing the Government the following facts:-

In December last year an English speaking China-

man in Canton, Mr. Sit Ming Cook, registered under

the Companies Ordinance, the "Wan Kee Shipping Com-

pany Limited" with himself as General Manager. This

Company runs steam launches on the inland waters and

has its headquarters in Canton. It has hitherto

used the Chinese Flag, but proposes, I understand,

so soon as the Inland Waters Regulations are in force

to fly the British Flag on its launches. My prede-

cessor, Consul Brenan, having been notified that the

Company was British, gave it on one occasion some
