Referring to my despatch No.23 of June 10th,
I have the honour to state that I have now received
from the crown Advocate, to whom I sent a copy of the
above despatch, a copy of the opinion he has addressed
to you on the question of Consular Protection to
compantes registered in Hongkong. His opinion is
that Consuls cannot refuse protection to any company,
no matter what its constitution, so long as it has
complied with the Hongkong Companies Act and has re-
gistered itself there.
If the Crown Advocate is correct in his opinion,
I can only say that the new departure, described in
my despatch of June 10th, though now in its infancy,
