The Treaty secures to American Consuls the
right to tue assistance provided by law for the
apprehension, &c., of deserters fron a foreign snip
while in British ports. The assistance in question
is that defined in ne Imperial Acts expressly pro-
viding the means of giving effect to Treaties relating
to foreign deserters.
Until 1894, this provision
was to be found in the Foreign Deserters Act, 1852.
which empowered Her Majesty by Ovder in Council to
declare that Seamen who desert from foreign Merchant
snips snall be liable to be apprehended and carried
on board their respective snips, and required every
Officer having jurisdiction as to British deserters
in Her Majesty's dominions to aid foreign Consuls in
apprehending deserters from foreign ships. The Act
further
