I laid before the Marquess of Salisbury your

letter of the 29th ultimo, inclosing the Draft of an

inclos

Order in Council which Mr. Chamberlain proposes to

submit to the Law Officers of the Crown, with regard

to the incorporation in the Colony of Hongkong of

the territory to be leased from China under the Con-

vention signed at Peking on the 9th ultimo.

It appears to Lord Salisbury that some mention

should be made in the Order in Council of the stipu-

lation contained in the Convention, that Chinese

jurisdiction is to continue in the city of Kowloon,

except so far as may be inconsistent with the mill-

tary requirements for the defence of Hongkong.

His Lordship would also suggest that the new

boundaries should if possible be defined in the Order

in Council, unless it should be considered that the
