Sir:-
The Marquess of Salisbury has received a com-
munication from Mr. Hay, the American Ambassador
at this Court, stating that Mr. R. Wildman, Ameri-
can Consul at Hong Kong, has been promoted to the
rank of Consul General. Mr. Hay transmits Mr.
Wildman's Commission conferring upon him this
higher position, and I am to request that you will
move Mr. Secretary Chamberlain to inform Lord Salis-
bury whether there is any reason why the Queen's
Exequatur should not be at once issued empowering
Mr. Wildmen to act in his new capacity.
