consultation with the Law Officers of the Crown,
if
such a course be considered necessary or expedient, that
a breach of the Law of Hong Kong has been committed,
Lord Salisbury would be willing to represent to the
United States Government that their Consul has been a
party to such breach of the Law, but I am to state that
the general question as to whether marriages may be cele-
-brated in a foreign Consulate in the British Dominions
without regard to the requirements of the particular
local Marriage Law is one upon which this Department
is not in a position to lay down any authoritative
ruling.
