Monsieur le Ministre:-
With reference to the Notes addressed to the
Duke of Tetuan by Sir H. Drummond Wolff on October
27th and November 20th, 1896, informing the Spanish
Straits
Government of the proclamations issued in the
Settlements and in Hongkong and Labuan respectively
prohibiting the export of arms and ammunition from
these Colonies to the Philippine Islands, I have
now the honour under instructions from my Government,
to state that the insurrection in these Islands being
it is understood at an end, Her Majesty's Secretary
of State for the Colonies has decided to withdraw
the above mentioned proclamations.
