With regard to the application of the Mercantile Bank of India (Limited) I am to observe that there can be

no question of permitting fresh note-issues by private banks

in the Straits Settlements, now that a State issue on

properly regulated lines has been established in that Colony. As regards Hong Kong, My Lords suggest that the Secretary of

State may see fit to consult the Colonial Government and to communicate his views to This Board when the general question of the Hong Kong paper currency is under review (Treasury

letter of 8th October 1898).
