Sir,
The Lords Commissioners of Her Majesty's
Treasury have had before Them Mr Lucas's letter of the 21st ultime informing Them of the deposit of $83,334 with the Colonial Treasurer of Hong Kong in respect of the increase of the local Note-issue of the Chartered Bank of India Australia and China.
In reply, I am to request you to inform Mr Secretary Chamberlain that Their Lordships propose to await an application from the Bank before taking action in the direction either of releasing the surplus securi- ties or of making fresh regulations with regard to the class of investments to be made by the Bank as a guarantee
for its Issue .
