I have the honour to enclose, for the information
of the Secretary of State a copy of a letter from Mrs A. H.
Tooker, wife of Mr H. P. Tooker of the Public Works Depart-
ment, Hong Kong stating that her husband has become
temporarily insane, and I also annex a copy of our reply
showing the action we are taking as to the payment of his
salary.
We have not communicated with the Government of
Hong Kong in the matter.
