Referring to your letter of 25th instant enclosing papers relating to Police Constable Herbert Hartley who was examined by me and passed as fit for service in the Hong Kong Police Force on the 15th of December last, and who has since been discharged on account of defective eyesight, I beg to remark that on the date of my examination his eyesight is noted in my memorandum as being "good".
As I test the eyesight of all candidates both for near and distant vision, and as I test both eyes together and separately, I do not think it at all probable that I could have overlooked any serious defect in this or other instances.
Whatever may be the present condition of Hartley's eyes the disease he suffers from has it appears to me developed subsequently to my examination. This view is borne out by the fact, implied in Dr Atkinson's letters, that during the short time the man was under observation in Hong Kong the left eye, previously regarded by Dr Atkinson as being healthy, became affected. Manifestly Hartley is suffering from a progressive disease of the eyes of recent development and which has developed subsequently to my examination in December.
