On receipt of the tenders, it is the wish of this Goverment that they be submitted to Messrs Coode Son & Matthews for decision, Mr Matthews having special acquaintance with the Hong Kong Harbour, and the force of typhoon storms to which this pier will be exposed.
The tender recommended by Messrs Coode Son & Matthews should be accepted and the pier ordered and despatched with as little delay as possible, accompanied with plans in detail for erection.
