and the tracings which accompanied it relative to a pier which it is proposed to construct at Pedders Street. With the information given it was out of the question to call for tenders as suggested in the letter, and we therefore referred the matter to Messrs Coode Son & Matthews, a copy March 98 of whose report is also enclosed.
2. With reference to paragraph 5 of the Colonial Secretary's letter in which he has suggested that the details of construction should be left to the manufacturers who tender, it would be necessary, to enable this to be done, for lessrs Coode Son & Matthews to furnish us with a memorandum setting out the conditions to be fulfilled by the pier and giving information as to the materials and methods of construction which would be accepted, in order to ensure that contractors should, as far as possible, tender on a common basis. You will see from the reply of the firm that they do not consider this method of tendering desirable, and in this opinion we concur. In addition to
