as a set off against the land surrendered by them, a
portion of the Foreshore and water area in front of the
Wellington Barracks and the Arsenal Establishment.
The
nature and extent of the Reclamation to suit the require-
ments of the War Department were discussed at an Inter-
departmental Committee, and the plan shows the general
arrangement as accepted by the Secretary of State for War.
It appears to My Lords that any additional works that may
be required in the future on the War Department frontage
between the Eastern Boundary of the new Naval Yard and the
proposed Eastern Praya would he a matter to be dealt with
by the Colonial Government and the War Department, who are
the owners and occupiers of the frontage; and that the
Admiralty, having satisfied the requirements of the
Secretary of State for War, could not incur any further
expenditure on land belonging to another Department.
Reclamation as at present designed fills up what would
otherwise be an awkward indent in the coast line between
the new Naval Yard and East Point and which would certainly
attract floating debris. The line of the rubble bank has

been rounded off so as to promote the flow of the tide
along the foreshore, and the Reclamation can be extended
at any time in the future and finished off with a masonry
wall if found necessary.
With reference to any possible injury to the
Murray Pier and the adjacent frontage, I am to remark that
the Naval Works at present to be carried out will not
extend beyond the deep water wharf on which the Sheers are
to be erected; and that before any extension is made to
the Westward (as shown by the dotted lines on the Plan) a
further reference will be made to the Colonial Office as
to any arrangements that may be necessary in connection
with
