I have examined the accompanying Ordinance, entitled
Au Ordinance to authorize the irrepezition of fees for the issue by the Government of Hemetery. of certain certificates to certain classes of Chinese who are desirous of going to the port
illanila in the Plulippine Islands and I am of opinion that the Ordinance is one which is not contrary to the
Governor's Instructions.
