humble nation has unfortunately fallen into a state of immi-

nent danger, and praying that their petition may be graciously submitted to His Excellency the Governor for his submission

by telegram to the Secretary of State for Foreign Affairs so

that means may be devised for the protection and restoration

to office of the reform party and for the protection and res- toration to the Throne of the Emperor and that a method may be devised for introducing the new administration, that the people may have their ills redressed and obtain their rights, and that sincere friendly relations with the neighbouring (States) may be amicably cultivated.
