be effected, the thief who usurps the rule removed, the sacred

person of our great Emperor protected, and his power restored

to him. If your Honourable nation hestows this great kindness

then when our great Emperor returns to the throne, he will cer-

tainly and specially recompense for this (act). In accordance

with the principles of international law and the practice of

humanity,

such action is certainly necessary.

I, the Superintendent, being unable to save him

beforehand, and ungrateful for his sacred favour (Note by Trans-

lator. This is simply used as a term of ahasement), have with

difficulty, amidst the risks of ten thousand deaths and the

hardships of travelling, had this secret mandate circulated

amongst all nations. I write these details with tears and fall

prostrate on behalf of our great Emperor to seek for rescue

with the utmost earnestness.

Besides addressing communications to the Bri-

tish Minister and the Ministers of all other nations, it is my

duty to write this communication to Your Excellency with a re-

quest that you will receive it and take the necessary action.
