Our great Emperor has maintained friendly re-

lations with your Honourable nation and has deputed Envoys to

tender salutations, to carry gifts, to present credentials (lit

to wipe the gem and display the flag), to congratulate on aus-

picious occasions, and to sympathize in sorrow. These cordial

relations have been maintained for 24 years.

The kind disposition and reputation for justice

of your Honourable nation have been known to the whole world,

Since they have been called friends, can a friend sit down and

see imminent danger, without rendering help? The Empress Dowa-

ger, the Usurper of the Throne, has maintained the old ways,op-

pressed the people and simply ruined our country. Our great

Emperor in his desire to effect reforms and changes in the

methods (of Government), really henefits our nation; the power

of preservation and destruction rests with the one man (i.e.

the Emperor) and the means of preservation and salvation are

to be found in the present crisis. Hence the calamities of our

humble nation affect the whole of the globe.

I, the Superintendent have been deeply indehted

for the kind protection which has been afforded to me and hum-

bly pray that Your Excellency will move the Secretary of State

for Foreign Affairs to set this matter clearly hefore Her Ma-

jesty the Queen in a memorial to evoke her pity and will re-

quest the Executive Government to do justice by despatching

troops to hold a conference in order that a speedy rescue may

be
