city and improve the sanitation of that portion of the harbour
front. Thus the services of Mr.Mudie on reclamation works will
be probably required for many years to come.
9. It seems to me that the proper course in
1891 would have been to second Mr.Mudie from the establishment
of the Department for special service on the Praya Works, the time he was so employed being reckoned as full service for
pension,leave, &c.,
10. I now beg to recommend that Mr.Mudie's name
be again placed on the establishment from the 1st. October as an Executive Engineer, with a note to the effect that he is seconded for service on the Praya Works and his salary and allowances provided from special funds.
11. I will address you separately regarding
Mr. Boulton, whose case is similar.
