In regard to the petitions

from the portuguese end India: Members

of the Civil Service and the petit on

from the Chinese Tembers of the Civil

Service which were enclosed in Major-

Jeneral Black's despatch c.271 of

the 22nd September last I would ob-

serve that the majority or these

Memorialists appear to have received

an increase of salary of 20

in 1890,

wheroes the Clerical Establishment in

the Straits Settlements with whom a

comparison is made in one of the

memorials received no general increase

until they were granted an increase of

10 last year.
