(b) the only officer whose pay should be increased is Mr.
Franco, Keeper of Cape Collinson Lighthouse who should receive $55 instead of $46 a month,
Of the 12 in class (c),4 have received no in- crease since 1895; one receives $134 a month; another the same amount plus $20 a month extra for rendering clerical aid to the Clerk of Councils; one with 15 years' service receives $96 a month and a 4th. with 18 years' service receives $44 a month, though he is an Indian and hardly comes within the scope of
this minute. The salaries of all these 4 officers have more
than doubled during their term of service. Nevertheless I
think that the salaries of the 1st, Clerk, Imports and Exports $134-$150 office should be increased to $150 a month as he is practical- ly the Head of a branch of the Harbour Department; such increase
should however be personal to the present holder.
As regards the remaining 8 officers in class (c), the Cashier, Treasury, with 17 years' service receives $200 a month, as well as $50 a month to keep the Praya Reclamation Fund Account; the latter of course is a temporary emolument of which only 17% falls on the Revenue. If however, his salary, service, hours and duties are compared with those of Mr. Gon- salves in the Hong-Kong Bank, I cannot think that he has a claim to an increase. He has moreover had an increase of $180 a year
since 1895.
