REPORT ON ORDINANCE NO.20 OF 1898.
I have examined the accompanying Ordinance,

'An Ordinance to amend the Births and Deaths
Registration Ordinance, 1896",
and I am of opinion that the Ordinance is one which is not
contrary to the Governor's Instructions.

The proviso added by this Ordinance to section 10 of the Births and Deaths Registration Ordinance, 1896, is intended to meet cases where the applicant is unable to appear personally before the Registrar Generul to make a declaration in writing.
The want of elasticity in section 10 has already predneed difficulty and hardship, and the Secretary of Stare bas suggested that the section should be amended accordingly.
