With reference to your Secret Despatch dated
26th. July, 1898,
I.
I have the honour to say that I thoroughly
understand the instructions.
Lord Knutsford's confident-
ial Despatch of 2nd. July, 1891, which has been in my
possession with the Defence Scheme will now be destroyed.
II.
The copy of this present Despatch kept with the
Defence Scheme cannot be lost sight of and will be duly
referred to under Chapter III,
III.
So as to avoid any chance of the code message
not being understood and acted on, I recommend that the
Governor of each Colony should write annually on the 128.
of January stating that he has personally seen a copy C.
your Secret Despatch dated 26th. July, 1898, and any other
special Secret Despatches that he may require to have in
his possession.
