In reply to Your Excellency's letter of the

23rd. July regarding the establishment of a Post Office at

Weihaiwei, I have the honour to state that at present the best

arrangement for furnishing stamps required for use there is

either for the Commodore to purchase them in Hong-Kong and

forward them to Weihaiwei or for purchases to be made at the

Shanghai Post Office.In this way no account need be opened.

The cost of carrying letters between Weihaiwei

and Shanghai could not be arranged by the Hong-Kong Post Of-

fice as Weihaiwei is outside the postal administration of this

Colony.

As regards the lending of a subordinate Post

Office official to start the Weihaiwel office, at present there

is I regret no experienced officer who could be spared. If, how-

ever, later on, such an officer is still required, I will do my

best to meet your wishes; in that case will you be good enough

to state the salary offered and particulars regarding travel-

ling expenses, housing,&c.,
