Your Excellency.
The salary of the 2nd. Clerk of the Court when that position was held by Mr. Xavier was $100 a month; on Mr. Castro's promotion to that office, he continued to receive the
same salary,
The salary proposed by the Retrenchment Commit- tee was $1000 a year or $83.33 a month. The salary fixed by
the Retrenchment Committee was apparently not considered at
the time. I confess that I don't agree with the Retrenchment Committee and think that $100 a month for a good clerk such
as the present incumbent is, is not too much.

For salaries of the 4th. and 5th. Clerks in the

Treasury, the Retrenchment Committee advised $720 rising to $1,000 and $600 rising to $720 respectively.
Mr. Tsang Kit Fan who was recently made 4th.
Clerk in lieu of being 5th. Clerk was at the time of his pro-
motion drawing $780 a year or $65 a month. On promotion he drew
a fixed salary of $70 a month or $840 a year. It is clear that
the proposal of the Retrenchment Committee could not be car-
ried out in his case, and that the present arrangement in his
case is more economical than that proposed by the Retrench-
ment Committee.
