The designing and drawing of plans is a very
important part of an Engineer's duties. I see no objection to
designating Mr.Gale as an Assistant Engineer, while retaining
him in the office at his present work.
Mr.Gale's ambition is of course to be consider-
ed eligible for promotion or acting promotion as an Assistant
or Executive Engineer.
As a rule I think a chief Draughtsman is quite
a subordinate post and held by an officer not expected and
required to make designs. If Mr.Gale was permanently transfer-
red to other work, I would not recommend filling up his place
from England as I think a Chinese or Eurasian Chief Draughts-
man would be sufficient.
