sir,

Government House.-3
Hong-Kong, 23rd. June, 1898.
I have the honour to transmit for your consi- deration a Memorial in duplicate from Mr. Gale, Chief Draughts-
}
man in the Public Works Department, petitioning for a change in the title of his office and to be appointed an Assistant
Engineer.

hol. 3. 13-6-98.
2. From the enclosed copies of a letter and a minute, you will see that the Director of Public Works supports Mr.Gale's application which also received the support of Mr.
Cooper in 1897.
3. Sir William Robinson however did not approve
of the proposed change in Mr. Gale's official title.
4. For myself, I can see no valid reason for changing the title which refers to work that Mr. Gale is en- gaged to perform, to one which refers to work not performed by him in his present position.
I have the honour to be,
The Right Honourable
Joseph Chamberlain,M.P.
