With reference to your telegram of the 27th.

ultimo as to the handing over to the War Department the site

for barracks at Gun Club Hill, Kowloon, acknowledged in my des-

patch of the 10th, instant,No.170, I have the honour to report

that although the War Office is anxious to carry out the long

contemplated scheme of housing the troops on this site, and

although the need of doing so is accentuated by the recent

increase of the Garrison, and made necessary by the transfer

of the North Barracks for the purpose of adding to the Naval

Dockyard, the views of the Military and Colonial Authorities

as to the price to be paid for the site are so divergent that

this matter cannot be settled locally.

As Officer Administering the Government, I feel

compelled to hold the scales evenly between these parties, and

in that view think it best to forward for your consideration
