Manila, 20th. May, 1898.

Sir,

Relative to the alleged detention at Manila by

Admiral Dewey U.S. N. of the British Barque "Genista", I have the

honour to report as follows :-

Captain Saml. Hearn, Master of the "Genista" in-

-forms me that he was ordered by Admiral Dewey on the 4th of May

to leave the anchorage at Manila and shift berth to Cavite as he

was in the line of fire between the American Warships and the

shore batteries. He accordingly shifted to Cavite the following

day, having then 9181 bales of hemp on board leaving room for

about 2200 more bales. He had perfect liberty to go at once to

Liverpool, but remained at Cavite on the chance of being able

later on to complete his cargo. On the 15th. instant he was order-

-ed to sea by Admiral Dewey together with three other ships, as

the presence of so many ships at Cavite night impede the move-

-nents of the American Squadron in the event of further fighting.

He sails on the 21st. for Anger Point and will await orders there

from his owners, the delay in his sailing being caused by the

Swlatoo C.. Holland,
