Nevertheless I consider the evidence quite
sufficient to justify my refusal to re-enlist the Sergeant,
and to justify the refusal of the grant of a special pension.
The Petitioner has not attempted to explain
the fact of his number being on the list of recipients of
bribes, and although he denies all knowledge of Mak Cheung
the latter was able to give very approximately the date when
Petitioner was promoted to Sergeant's rank.
