I have no doubt he did not do so because he had
not recently paid him. And no doubt he let off as many men on
the previous occasions as he could find an excuse for not
identifying.
I believe however that 689 must have received
money from the gambling house and I consider that sufficient
credence can be given to Mak Cheung to justify the refusal
of a pension to 689.
