In 1887, a staff of 23 masters was provided for
21 classes with 924 seats, but since September last we have
had 22 classes with 1008 seats; the extra fees from which 84×
extra 24 or 2016 dollars per annum alone more than cover the total
expenditure $1795 recommended.
The extra accommodation was afforded by the
formation of two classes of 60 seats each (120) while one
class of 36 seats was closed.
I cannot recommend the permanent continuance
of this extra class without an increase of one master, who se
appointment should be temporary in the strictest sense of
the term, as he would revert to the duties and salary of a
Pupil Teacher, whenever from any cause the extra class should
become unnecessary.
The extra expenditure herein recommended would
only be provisional, and would be subject to reduction, when-
ever vacancies occurred by transfer or otherwise among the
Seniors on the English and Chinese Staff.
The scheme approved in C.S.0.No.2631/97 would
ultimately be attained.
Briefly the scheme now proposed secures the
confirmation of the Native Mathematical Master next year and
provides one English Assistant Master from February or March
1899, in addition to the Master whose salary is provided for
this year and whose arrival may be expected about September,
