consider that unless exemplary punishment is meted out to

Policemen who flagrantly betray their trust, as I am fully

convinced these men did, then it is hopeless to toil and la-

bour to keep the Police Force and especially the Chinese

Detective Staff decently honest.

In the eyes of the native population the dis-

missal and banishment of the Petitioners has been even a more

salutary object lesson than the conviction and imprisonment of

Witchell.
