MADAM,

The Community of Hongkong having now presented to you through its

representative Committee a Gold Medal in grateful acknowledgment of the

services rendered by you during the Plague Epidemic of 1894, I desire to add to that tribute of the public esteem and gratitude an expression of my personal

appreciation of your valuable services so nobly volunteered in that great crisis,

and to convey to you the thanks of the Government of this Colony for your

exemplary devotion to duty and to the cause of human suffering,
