U.S. Consulate, Hong Yong,

Sir,

I have the honour to acknowledge. the receipt of

your letter No.408 of the 18th. instant, in answer to ay despatch

of the 10th. instant and to thank you' for the information contained

therein.

In the concluding paragraph of letter you say.-

"While this Government is anxious to assist the Consuls of other

powers in every legitimate way,

it is desirable that such Consuls

should see that the requests they make are in accordance with the

laws in force in the Colony.

I take it for granted that the request referred to

that was not in "accordance with the laws etc." was contained in

my letter to the Honourable Captain Superintendent of Police, dated

February 21st. 1898, re one A. Brenner (see exhibit A hereunto

attached).

Insomuch as said letter was an official fora, (Fora

No.34) laid down in the U. S. Consular Regulations which was

supposedly drawn up in line with the Treaty between the U.S. and

Great Britain of June 3rd. 1892 and all U.S. Consuls resident in the

British Empire being instructed to use it when requesting the

arrest of deserters and has been in use since that date, it would

seen that the conflict of opinion is between the Colonial Authori-

ties
